She partners with nonprofits, entrepreneurs, foundations, and government agencies to design equitable systems, strengthen infrastructure, and build sustainable futures through strategy, liberatory design, leadership development, and human-centered transformation.

The Heart Behind the Work

Tonoa L. Manuel is a transformational strategist, liberatory systems designer, and ecosystem builder committed to reimagining how organizations, leaders, and communities grow, heal, and sustain impact. As the Founder and CEO of SIYG Consulting Firm LLC, she partners with nonprofits, philanthropic institutions, entrepreneurs, government agencies, and entrepreneurship ecosystems to design equitable systems, strengthen infrastructure, and move bold visions into measurable action.

With more than a decade of experience in project management, organizational development, operational strategy, and risk mitigation across both public and private sectors, Tonoa has built a reputation for helping organizations navigate complexity with clarity, alignment, and intention. Her work lives at the intersection of strategy, humanity, and transformation—where systems are not only built to function, but to liberate.

Grounded in liberatory design and restorative practice, Tonoa approaches organizational development through a human-centered lens that honors culture, lived experience, and collective vision. She specializes in strategic planning, ecosystem building, leadership development, entrepreneurship center management, program design and curation, facilitation, and operational systems development. Through SIYG Consulting Firm, she supports organizations in creating sustainable infrastructure that aligns identity, purpose, operations, and long-term impact.

Tonoa is deeply recognized for her ability to bridge strategy with implementation. Her work has supported organizations including the Colorado Department of Public Health and Environment (CDPHE), the Office of Gun Violence Prevention (OGVP), The Colorado Health Foundation, The Colorado Trust, MENTOR Colorado, Sims-Fayola Foundation, Crowley Foundation, The City and County of Denver, Panoramic Pro Painting, and multiple community-centered initiatives and entrepreneurship ecosystems throughout Colorado.​ A certified Design Thinker through the Global Design Thinking Academy in Amsterdam, Tonoa integrates design thinking and ethical AI integration into her work as tools for innovation, operational excellence, and future-ready leadership. She believes organizations must intentionally evolve alongside the changing realities of community, technology, and systems change while remaining deeply rooted in equity and human connection.

Tonoa is also an alumna of the Urban Leadership Foundation of Colorado’s Leadership Connect program, a prestigious leadership initiative for leaders of color. Her leadership and impact have been recognized through multiple honors including the Distinguished Graduate Award, the Richard Lewis Rising Star Award, and most recently, the Webb Leadership Award for her continued commitment to transformational leadership and community impact.

Academically, Tonoa holds a Master’s degree in Criminal Justice with a specialization in Restorative Practice and a Bachelor’s degree in Project Management Administration. Her educational background reflects her lifelong commitment to building systems rooted in accountability, restoration, and sustainable change.

At the center of Tonoa’s work is a belief that strategy without humanity is unsustainable. She believes transformative impact happens when people, systems, and vision are aligned—and when organizations create the conditions for liberation, innovation, and abundance to flourish.
